"Vrijheid van meningsuiting ook voor solidariteit met Palestina!"

Moet België de weg opgaan van Frankrijk en de oproep tot boycot van Israël verbieden? Serge Rozen, voorzitter van het Coördinatiecomité van Joodse Organisaties van België, meent van wel. Tijdens een toespraak in aanwezigheid van premier Michel en minister Jambon koppelde hij de Israël-boycotcampagne aan het “virus van het antisemitisme”. Hij zei te verwachten dat België wetgevende maatregelen zou nemen. Concreet wil hij dat de Boycot, desinvestering en sanctiesbeweging (BDS) verboden wordt.
Vanwege een gevestigde organisatie die geacht wordt de democratie hoog in het vaandel te dragen, mag die vraag verbazen. Zoals premier Michel het in zijn wederwoord formuleerde, betreft de strijd tegen het antisemitisme ook de verdediging van onze “universele waarden, de rechten van de mens en de fundamentele vrijheden”. Welnu, BDS is in de eerste plaats een beweging die opkomt voor mensenrechten. Zij vindt haar oorsprong in de oproep tot solidariteit vanuit het Palestijnse middenveld.
Al een halve eeuw lang gaat de Palestijnse bevolking gebukt onder een nietsontziende bezetting en het einde ervan is niet in zicht. Binnen Israël domineren extreemrechtse partijen de regering. In de maatschappij nemen het racisme en de ontmenselijking van de “Arabieren” toe. Standrechtelijke executies worden breed toegejuicht. Afbraak van Palestijnse woningen en grondroof nemen schrikbarende vormen aan, ten voordele van illegale nederzettingen. De onmenselijke blokkade van Gaza duurt voort...
De BDS-campagne voor rechtvaardigheid doorprikt de dubbele standaarden van onze politieke elites tegenover Israël. Geïnspireerd door de strijd tegen de Zuid-Afrikaanse Apartheid in de jaren '80, wordt zij gedragen door de overtuiging dat enkel externe druk op Israël perspectief biedt voor een vreedzame oplossing. Twintig jaar vredesproces hebben immers niet geleid tot respect voor het internationaal recht, wel integendeel: Israël kon zijn bezetting en annexatie verstevigen. De tijd dringt: nu al is “Palestina” herleid tot enkele enclaves waarover Israël militaire controle heeft.
De BDS-beweging kent succes in steeds meer landen: op campussen, bij cultuurwerkers, intellectuelen en kunstenaars, in sociale, syndicale en mensenrechtenorganisaties, in kerken, bij universitairen... Significant is de krampachtige wijze waarop Israël en zijn verdedigers reageren. Met zware financiële steun is een internationale anti-BDS campagne opgestart en in Jeruzalem werd onlangs een conferentie georganiseerd. De Israëlische minister Yisrael Katz mocht er in aanwezigheid van de EU ambassadeur oproepen tot “gerichte civiele uitschakeling” van leidinggevende mensenrechtenactivisten. Een ander regeringslid beloofde dat zij “de prijs zullen betalen”. Amnesty International heeft deze dreigementen en oproepen tot haat scherp veroordeeld.
Recente pogingen om BDS te criminaliseren hebben een retorisch argument gemeen: het mikpunt ervan is kritiek op Israël, die “het nieuwe antisemitisme” wordt genoemd (zo ook door dhr. Rozen). Critici van de Israëlische politiek worden daarmee de mond gesnoerd. Wij wijzen die groteske drogredenering af. Rationele en morele afkeuring kan niet vereenzelvigd worden met per definitie irrationeel, racistisch antisemitisme. Die kritiek berust op feiten: de bezetting is een feit; de schending van de Palestijnse mensenrechten en van het internationaal humanitair recht is een feit; dat het Israëlische regime het leven van miljoenen mensen ondraaglijk maakt, is een feit... Zij zijn veroordeeld in talrijke resoluties van de Verenigde Naties. De lasterlijke aantijging van antisemitisme, hoe dan ook, dient enkel om het onrecht van de bezetting te verhullen.
Het maatschappelijke statuut van de solidariteitsbeweging voor Palestina is niet vatbaar voor misverstanden. Zij sluit aan bij de mondiale bewegingen voor rechtvaardigheid en verwerpt elke vorm van racisme. BDS met name is een democratische, geweldloze en morele tactiek. Het is een protestbeweging gedragen door mannen en vrouwen die in eer en geweten effectieve veranderingen beogen. Of boycot inderdaad het geëigende middel is om de gelijkberechtiging van de Palestijnen te realiseren, daarover is verschil van mening mogelijk. Een strafbaarstelling ervan echter is totaal onaanvaardbaar. Publieke dialoog en discussie zijn ook hier zeer nodig. Een voorwaarde is dat de overheid de grondwettelijk gewaarborgde vrijheid van meningsuiting en van vereniging respecteert.
